The Bruce/Grey Brief

recaps · recap · October 16, 2026

Bruce County Council — Thursday, October 15, 2026

Age-Friendly Community Strategy endorsed. Council voted unanimously to endorse the Bruce County Age-Friendly Community Strategy 2027–2031 (report LTC-2026-012), moved by Councillor Bidey and seconded by Councillor McKeever. The five-year plan — developed following a 2024 committee launch, a 2025 needs assessment, and extensive 2026 community engagement — targets aging in place, accessible communities, and healthy aging. Bruce County carries one of Ontario’s highest proportions of older adults. Discussion surfaced practical gaps: Councillor Kirkland reported constituents cancelling knee and hip surgeries over winter transportation fears; Councillor Peabody flagged driveway windrow removal as a major barrier. Staff noted a near-term priority is a single accessible information resource so residents can find existing supports.

Southampton subdivision approved. Council approved Draft Plan of Subdivision S-2025-004 and Local Official Plan Amendment L-2025-016 for SKG Holdings Inc. in Southampton, a revised and lapsed 2015 approval. The proposal adds 33 single-detached lots, 18 townhouse lots, a commercial block, and open space and stormwater blocks. Debate centred on tree-cover removal and rail-trail realignment; staff confirmed no endangered species were identified and an Environmental Impact Study found no remediation required. Carried without opposition.

Integrity Commissioner replaced. By Bylaw 2026-014, council appointed ADR Chambers Incorporated as County Integrity Commissioner for 2026–2030 after the incumbent gave notice of contract termination. The named commissioner is Charles Harnick, currently serving approximately 16 Ontario municipalities. Hourly rate is in line with the outgoing commissioner. Moved by the Deputy Warden, seconded by Councillor McEver.

Paramedic dispatch transition and 2027 response-time plan. Council approved the 2027 Land Ambulance Response Time Performance Plan (PAR-2026-009) for Ministry of Health submission by October 31. The meeting also marked the morning rollout of the new MPDS London dispatch system; staff expect improved response on highest-priority calls while cautioning that lower-acuity Bruce County call volume may rise.

Library Services MOU approved in principle. Council endorsed a Memorandum of Understanding formalizing administrative, HR, finance, and IT arrangements between the County and the Bruce County Public Library Board, subject to Library Board approval, at which point a by-law authorizing execution will follow.

Archaeological delays flagged as advocacy priority. A lengthy exchange saw the Deputy Warden and Councillors Peabody and Kirkland criticize provincial Ministry of Citizenship and Multiculturalism delays of six to eight months on archaeological approvals — even after Saugeen Ojibway Nation has signed off. Staff and the Warden characterized it as a top advocacy priority, noting the province’s own ministries contradict its red-tape-cutting narrative.

FCM climate grant received. Staff reported $105,000 in Federation of Canadian Municipalities grant funding for climate adaptation planning; a final draft is expected before council in Q1 2028.
