The Bruce/Grey Brief

recaps · recap · September 16, 2026

Meaford Regular Council — Monday, September 14, 2026

American flag removed from Market Square Council voted 6–1 to temporarily remove the United States flag from the Market Square flagpole, directing staff to review the decision within two years as part of the next update to Meaford’s flag and water tower lighting policy, and to send a formal letter to the U.S. Embassy in Ottawa explaining the decision. An earlier motion by Councillor Greenfield — the sole dissenting vote — to fly the flag at half-mast was defeated after the CAO noted the gesture does not meet the conventional protocol for half-mast. Four residents addressed council ahead of the vote: two called for outright removal, one asked for temporary removal only, and one urged council to frame any removal as opposition to the current administration rather than to the American people.

Conservation authority consolidation previewed Grey Sauble Conservation Authority CAO Tim Lanthier briefed council on the province’s amalgamation of 36 conservation authorities into 9 regional bodies, effective February 1. Grey Sauble will become part of the new Lake Huron Regional Conservation Authority alongside five other CAs, covering roughly 22,000 sq km. Lower-tier municipalities — including Meaford — will lose their status as participating municipalities; that role transfers to County of Grey and County of Bruce. Local staff and offices will remain in place.

GSCA 2027 budget circulated Grey Sauble’s combined 2027 operating and capital budget totals $4.85 million. Meaford’s levy contribution increases just over $10,000 from 2026, reflecting a system-wide operating increase of approximately 0.8%. The levy rate is 13 cents per $1,000 of assessed value — roughly $52 annually for a $400,000 home, up $0.81.

County road transfer confirmed Council received for information that Meaford will assume 1.1 km of Grey Road 7 and 2.1 km of Grey Road 12 effective June 1, 2027. Meaford receives just under $2.5 million over ten years: $1.94 million for capital reconstruction, $439,000 for county-led resurfacing of a Grey Road 12 section, and $33,000 in traffic signal funding. The county is providing no operational funding for plowing, salting, or maintenance.

By-laws and consent items Council passed By-law 2026-70 (two-year temporary-use extension for a motor vehicle repair facility at 245690 22nd Side Road), By-law 2026-71 (tile drainage inspector appointments), and By-law 2026-72 (removal of a holding provision for Phase 2 of the Loom Call subdivision). A Compliance Audit Committee was established jointly with Grey County lower-tier municipalities as required by the Municipal Elections Act.

Meaford Hall surcharge flagged Dan White of the Meaford Culture Foundation asked council to examine a tiered model for the hall’s $3-per-ticket surcharge, noting the flat fee represents 10–15% of a $17–$20 community-group ticket. Deputy Mayor Keveney gave notice of motion directing staff to report on how many groups are affected and total revenue generated, ahead of 2027 budget talks.
